Summary of Qualifications

Scott has over 28 years experience in Information Technology, Configuration Management, Obsolescence Management, Firearms Training, Aviation and Vocal Performance. Scott’s primary responsibilities are in the Battelle Electronics and Communications Group (Battelle is the largest independent Research & Development company in the world); to manage the configurations and parts obsolescence for Battelle developed products. Scott applies the principles of CMII and Traditional CM (Planning and Management, Identification, Change Control, Status Accounting, and Audits) to provide best-in-class business process infrastructures for complex product development and manufacturing projects. Configuration management is defined per MIL-HDBK-61A(SE) as a process for establishing and maintaining consistency of a product’s performance, functional, and physical attributes with its requirements, design and operational information throughout its life.

Scott is a CMIIC Certified Configuration Manager through the Institute of Configuration Management, sponsored by National American University and the University of Tennessee.

Scott is an Instrument Rated Commercial Pilot, and is pursuing his Certified Flight Instructor (CFI), Certified Flight Instrument Instructor (CFII), and Multi-Engine Instructor (MEI) ratings.

Scott manages and frequently flies an aircraft leased to
Spencer Aviation at Delaware Municipal Airport (KDLZ) for his family’s privately owned business Oakton International Corporation (OIC). He is responsible for the airworthiness, maintenance, and security of a Cessna 150H - N50037, and he assists in the management of a twin Engine Piper Aztec - N11JD at Fort Lauderdale Executive (KFXE) . OIC is also an Authorized Microsoft Partner and Subscription Advisor offering Microsoft Office 365 cloud services.

Scott served part-time as a Principal Consultant and Vice President of Information Technology for
FIIC Holdings, Inc. He was as responsible for the corporate information infrastructure of the company. Scott was a key contributor in bringing the company public through a reverse merger of the shell company Nicklebys, Inc. Scott wrote terms and conditions and service level agreements between FIIC, Inc., the holding company, and FIIC R&D, LLC, and he was the program manager for developing the back-office underwriting solution for the FIIC products. Scott worked closely with Special Technology Solutions (STS) to develop the customer facing internet presence and the company's back-end systems for due-diligence and underwriting processing.

Scott holds the rank of 1st Lt. in the
Civil Air Patrol, and is the Rickenbacker ANG Squadron Safety and IT Officer. Scott is a qualified Mission Scanner, and is working toward becoming a qualified Mission Observer and Mission Pilot for Search & Rescue, Drug Interdiction, Aerial Survey, and Orientation Pilot.

Scott  is a worship leader at the
Vineyard Christian Fellowship at Tuttle Crossing in Dublin, Ohio, under the direction of Pastor John Lieb.
